Build then happens in your environment, in your change process, with your engineers paired in. Every component is documented as it is built rather than reconstructed at the end.
Onboarding is part of the job
A vault with no accounts in it is not a deployment. Scope includes discovery, onboarding waves and platform tuning until privileged accounts are actually under management.
